Abstract

Due to its special geographical location, Iran is always exposed to natural hazards, especially floods and earthquakes. For this reason, the maintenance and care of vitally important buildings in cities are of special concern to managers and urban planners. In the present research, with the help of a study sample, the vital centers of the five cities of Tehran were analyzed and evaluated in terms of prioritization based on vulnerability reduction, the investigated criteria include: spatial-regional dimension criteria (anatomical, physiographic, texture) and physical structure dimension (upgradation, infrastructure, structure, materials and direction in the region). The research method of the current research is descriptive-survey, the information collected was initially in the form of library-documents and information layers were prepared from the organization of mapping and field visits. Then, using the Delphi technique, the variables were compared in pairs and scored. The statistical population of this research was made up of 20 experts in the field of architecture, urban planning, urban planning and crisis management, and the sample people were selected purposefully. The content validity of the model and its components was obtained by using the opinions of experts, and due to the existence of an internal relationship of some variables, the network analysis method (ANP) was used, and SUPER DECISION software was used to weight the indicators. In the following, by using the geographic information system (GIS) and applying weight to the layers of the spatial dimension of the region, the areas that are at risk are identified, and the vitally important centers located in this area are identified and prioritized in terms of vulnerability after applying the weight. were examined and analyzed. On the other hand, the results of the research indicate preventive measures, before the occurrence of natural hazards, to reduce financial and life losses in the vital buildings of the region, and show the places where these losses are more than other places. Also, the results indicate the use of principles of architecture, urban planning and planning according to risks in order to reduce the damages of natural hazards in the vital buildings of the region in order to achieve optimal urban management.
