 The Journal of Safe City (JSC) is owned by the Passive Defense Association and published by the Center of Excellence in Safety, Resilience and Sustainable Urban Development. Our philosophy is that all research should be for the benefit of humankind, as research is a product of society's investment; therefore, its fruits should be returned to all people without borders or discrimination, serving society universally and transparently. For this reason, the journal provides free and open access to all of its research publications online.> > The Journal of Safe City (JSC) is a self-sustaining publication. To cover the operational costs of the journal, including professional peer-review management, editorial services, and digital publishing infrastructure, the journal charges a nominal Article Processing Charge (APC). Therefore, publishing an article in the Journal requires a publication fee of 60,000,000 Rial (approximately 110 US$), which will be billed to the submitting author following the acceptance of an article for publication. Apart from this Article Processing Charge, there are no submission charges, page charges, or color charges.

The Policy of Screening for Plagiarism

Each manuscript submitted to the journal for publication will be examined by at least two independent reviewers. All manuscripts sent to the journal for publication will be checked for plagiarism before being sent to the reviewers. The journal has a zero-tolerance policy for plagiarism.

Retraction Policy

An article may be retracted when its findings are no longer considered trustworthy due to scientific misconduct or error, if it plagiarizes previously published work, or if it is found to violate ethical guidelines. The original paper will be marked as RETRACTED, but a PDF version remains available to readers, and the retraction statement is bi-directionally linked to the original published paper. Retraction statements will typically include a statement of assent or dissent from the authors.

Complaint Process

The authors have the right to complain and ask explanation if they perceive any misconduct in any applicable policies and ethical guidelines. The authors can raise their complaints by submitting a letter to the Journal Email. We follow the COPE guidelines on responding to whistleblowers, which includes protecting anonymity. All the complaints regarding delinquencies in the work processes are investigated according to the prevailing publication ethics practices. An author or any other scholar may submit their complaints about any issues related to:

- Authorship issues;

- Bias in the review process;

- Copyright violation;

- Deceiving in research results or wrong research results;

- Manuscript processing time is unusually late;

- Plagiarism;

- The peer-review comments are unsatisfactory;

- Unrevealed conflicts of interest; and  

- Violations of research ethics and integrity.

Policy for Dealing with Complaints

Complaint Resolution Workflow

Upon receipt of a formal complaint, the journal adheres to the following procedural timeline and investigation process to ensure fairness and transparency:

1. Acknowledgement: Within three working days (excluding the date of receipt), an official acknowledgement will be sent to the complainant, providing assurance that the matter is being addressed.
2. Investigation: The journal's management team, under the direct supervision and guidance of the Editor-in-Chief, will initiate a thorough investigation into the reported issue.
3. Evaluation & Decision: Following the investigation, an editorial meeting is convened to review the complete report. A final decision is reached based on the evidence and established publication ethics.
4. Notification: The final decision and the outcome of the investigation will be communicated to the concerned scholar via their registered email address.

The journal is committed to making high-quality research findings freely available to the global scientific community. To support this commitment and maintain the quality of production, we implement a transparent open-access publication fee policy.

Publication Fee Policy:
All accepted paper are subject to a publication charge (APC) " Article Processing Fee:The article processing fee for this journal is 60 million rials(approximately 110 US$)".

Revenue Sources

The Safe City journal is the official publication of the *Civil Defense Association. To maintain the highest standards of academic publishing and ensure its independence, the journal operates as a self-sustaining academic publication.

Funding Model:
The operational costs of the journal—including editorial management, professional peer-review coordination, and digital archiving—are covered through a transparent financial model based on Article Processing Charges (APC).

Publication Fees:
A standard publication fee of 60,000,000 Rial (approximately 110 US$) is charged to the corresponding author. This fee is billed only after the manuscript has been successfully peer-reviewed and formally accepted for publication.

Transparency Commitment:
We are committed to a fair and transparent pricing policy. Therefore:
- No submission fees are charged (submission is free).
- No page charges are applied, regardless of the manuscript's length.
- No color charges are required for figures or images.

Advertising policy

The Journal of Safe City (JSC) maintains a strict commitment to scientific integrity and academic objectivity. To ensure that the scholarly content of the journal remains unbiased and independent, we adhere to the following policy:
*1. Prohibition of Advertisements:*The Journal of Safe City (JSC) does not accept, publish, or promote any form of commercial advertising, sponsored content, or promotional materials within its published articles or on its official website.
*2. Independence of Editorial Content:
All editorial decisions, including the acceptance and review of manuscripts, are based solely on academic merit. No commercial interests or advertising agreements influence the selection or publication of research.

3. Conflict of Interest:
The journal ensures that no financial ties to advertisers or corporate sponsors affect the integrity of the peer-review process or the objectivity of the published findings.

Under the Bethesda Statement on Open Access Publishing (June 20, 2003), the Journal of Safe City (JSC) is fully open access, publishing its articles under the Creative Commons Attribution 4.0 International (CC BY 4.0). Authors retain the copyright of their work and can deposit their publication in any repository. This means that articles can be freely redistributed and reused by the author and others as long as the article is properly cited.

Authorship

The journal adheres that authorship be based on the following 4 criteria:

·                 Substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data for the work; AND

·                 Drafting the work or revising it critically for important intellectual content; AND

·                 Final approval of the version to be published; AND

·                 Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.

The consent of all authors, as well as related authorities/institutions, has been received before the submission of the manuscript. The order of the authors (as to be reflected in the published article) has been established. The adding or deleting of authors once the manuscript has been accepted for publication would have to be accompanied by a signed statement of consent from all authors. All authors have contributed significantly to the research. Authors are obligated to participate in the peer review process, providing retractions/corrections/amendments when necessary. All conflicts of interest/financial support have been declared. Any changes or corrections to a published work require the consent of all authors.

COPE

The journal follows the policies and guidelines of the Committee on Publication Ethics (COPE) and abides by its Code of Conduct in dealing with potential cases of misconduct.

Digital Archiving Policy

The journal is archived in national databases such as ISCMagiranSIDCivilica and the National Library of Scholarly Journals in Iran. Moreover, the journal permits self-archiving.

I4OC Standards for Open Citations

No. The journal does not yet comply with I4OC standards for open citations.

Data Citation

Data should be cited in the same way as article, book, and web citations, and authors are required to include data citations as part of their reference list. Data citation is appropriate for data held within institutional, subject-focused, or more general data repositories. It is not intended to take the place of community standards such as in-line citation of GenBank accession codes. When citing or making claims based on data, authors must refer to the data at the relevant place in the manuscript text and in addition provide a formal citation in the reference list. The journal follows the format proposed by the Joint Declaration of Data Citation Principles: Authors; Year; Dataset title; Data repository or archive; Version (if any); Persistent identifier (e.g. DOI)”.

Data Sharing Policy

The journal uses the Basic Data Sharing Policy. The journal is committed to a more open research landscape, facilitating faster and more effective research discovery by enabling reproducibility and verification of data, methodology, and reporting standards. The journal encourages authors to cite and share their research data including, but not limited to: raw data, processed data, software, algorithms, protocols, methods, and materials. Authors are encouraged to share or open the data supporting the results or analyses presented in their article where this does not violate the protection of human subjects or other valid privacy or security concerns.

The journal encourages authors to share the data and other artefacts supporting the results in the article by archiving it in an appropriate public repository. Authors should include a Data Accessibility Statement, including a link to the repository they have used so that this statement can be published alongside their paper.

The journal requires authors of Original Investigation, and Special Paper articles to (1) place the de-identified data associated with the manuscript in a repository, and (2) include a Data Availability Statement in the manuscript describing where and how the data can be accessed.

The journal defines data as the digital materials underlying the results described in the manuscript, including but not limited to spreadsheets, text files, interview recordings or transcripts, images, videos, output from statistical software, and computer code or scripts. Authors are expected to deposit at least the minimum amount of data needed to reproduce the results described in the manuscript. Data can be placed in any repository that makes data publicly available, providing a unique persistent identifier, including institutional repositories, general repositories (e.g., Figshare, Open Science Framework, Zenodo, Dryad, Harvard Dataverse, OpenICPSR), or discipline-specific repositories. The Data Availability Statement should be placed in the manuscript at the end of the main text before the references. This statement must include (1) an indication of the location of the data; (2) a unique identifier, such as a digital object identifier (DOI), accession number, or persistent uniform resource locator (URL); and (3) any instructions for accessing the data, if applicable. At the point of submission, you will be asked if there is a data set associated with the paper. If you reply yes, you will be asked to provide the DOI, pre-registered DOI, hyperlink, or other persistent identifier associated with the data set(s). If you have selected to provide a pre-registered DOI, please be prepared to share the reviewer URL associated with your data deposit, upon request by reviewers. Where one or multiple data sets are associated with a manuscript, these are not formally peer-reviewed as a part of the journal submission process. It is the author’s responsibility to ensure the soundness of the data. Any errors in the data rest solely with the producers of the data set(s).

Please note: As you are submitting your manuscript to a journal where submissions are double-blind peer-reviewed, the main text file should not include any information that might identify the authors (i.e., Author Name, Address, Conflict of Interest, and fund-related information). As a data availability statement could reveal your identity, we recommend removing this from the anonymized version of the manuscript.

Exceptions to this policy will be made in rare cases in which de-identified data cannot be shared due to their proprietary nature or participant privacy concerns. Exceptions to policy and restrictions on data availability are granted for reasons associated with the protection of human privacy, issues such as biosafety, and/or to respect terms of use for data obtained under license from third parties. Confidential data, e.g., human subjects or patient data, should always be anonymized, or permission to share should be obtained in advance. If in doubt, authors should seek counsel from their institution’s ethics committee.

Authors should include a data accessibility statement, including a link to the repository they have used so that this statement can be published alongside their paper. Below are some examples.

Informed Consent

 All participants in research involving human subjects have a right to privacy that must not be violated without explicit informed consent. Identifying information, including names, initials, and other personal identifiers, shall not be published in written descriptions, photographs, or pedigrees unless such information is essential for scientific purposes and the participants (or their parents/legal guardians) have provided written informed consent for publication. In such cases, informed consent requires that the identifiable participant be shown the manuscript and provide their consent prior to publication. Authors must disclose to participants whether any potentially identifiable material may become available via the Internet as well as in print after publication. Participants' consent should be documented in writing and archived either with the journal, the authors, or both, as dictated by applicable local regulations and laws.
