Abstract
The effective urban management, as the main foundation for sustainable development, plays a crucial role in shaping public spaces and enhancing the quality of life in urban communities. Specifically, urban management, as one of the key parameters in the inclusive and sustainable development of Iranian metropolises, plays a fundamental role in improving the quality and accessibility of public spaces. This research aims to develop a framework for the sustainable development and optimization of public spaces, focusing on analyzing the impact of three main parameters: "equitable access to public spaces," "quality of space design," and "environmental sustainability." The methodology used is a mixed-method approach, consisting of two parts: In the qualitative section, data were collected through document analysis, case studies, and in-depth interviews with 21 experts in urban management and planning. In the quantitative section, information was gathered by distributing questionnaires among 384 citizens, urban managers, and experts, and analyzed using SPSS software, with a focus on the statistical method (t-test). The results show that effective design and management of public spaces, emphasizing the principles of spatial justice, environmental quality improvement, and sustainability, have a significant impact on enhancing urban quality of life and increasing the resilience of metropolises. This study provides a practical framework for policymakers and urban managers to achieve inclusive and sustainable development in Iranian metropolises through improving the productivity of public spaces and strengthening institutional synergy.
