The inefficiency of development programs developed in traditional (logical) ways and turning decisionmakers into incremental ones, forced us to consider development planning methods in the country.
Traditional approaches are consisted with the structure and contextual requirements of the country and
cannot be completely rejected. In the meantime, minor surplus is limited to maintaining the status quo and
is therefore note a viable solution to drive development. In the meantime, mixed dynamic claims,
combining the two previous approaches and overcoming their shortcoming by overlapping, can provide
more flexible and successful implementation-level planning. Therefore, the purpose of the present study
is to investigate the feasibility and effectiveness of this approach. The research is purposeful, applied,
type, descriptive and methodologically-descriptive. First, through field studies, the data and information
required by the complex scanning questionnaire and the factors contributing to regional development
were collected by the municipal managers and some urban residents. Then, in order to analyze the
obtained data, SPSS software and descriptive and inferential statistical methods were used. This study
investigates the use of mixed dynamic as an alternative approach for urban development plans. As an
example, Shahr-e Rey faced three separate questions to explore the application of this approach.
Considering these three questions, mixed dynamics has had a positive impact on regional planning and
development, regional development policy making, and the utilization capabilities in urban areas and can
be applied in this area.
