Mosques as a place for worship and sanctity have always had important and colorful roles in Islamic societies and usually have other uses and functions as well. In this article, firstly, the feasibility indicators of the second use for mosques in critical and sensitive centers from the point of view of non-active defense are determined using the opinions of experts in the field of architecture, civil engineering and threats, and in the next step, the weight of each of the options considered for use is determined. Second, in each of these options is checked. The community of experts consisted of 22 people who answered a questionnaire to determine the priority of indicators and the weight of options. Next, the weight of each index was obtained using the SWARA method, and then the weight of each option in the indices was calculated using the VIKOR method. The criterion of reducing the attractiveness of the target for the enemy was recognized as the first priority, and the indicators of reducing vulnerability, continuity of essential services, and cost were placed in the next ranks respectively. Finally, the single-purpose option was recognized as the best option from the point of view of non-functional defense.
