Resilience is considered as an adaptive and flexible response to shocks and crisis-causing risks, which allows complex systems, including critical infrastructure systems, to plan, absorb, recover and adapt to new conditions. In light of this issue, the current research has tried to analyze the resilience capacity of critical infrastructures of Tabriz metropolis by using the Resilience Adaptation Cycle (RAC) model. In this regard, analytical data was collected using the purposeful Delphi method and interview and questionnaire tools, using the views of 30 experts. To analyze the data, FTOPSIS was used. The results of the research show that based on the four stages of the resilience adaptation cycle model, the energy infrastructures in the metropolis of Tabriz, namely electricity and gas, need to create a capacity for protection and recovery due to the existing fundamental weaknesses according to the analytical criteria in the collapse and reorganization stages. On the other hand, the critical water infrastructure needs to create resilience capacity based on growth and development because of its priority in the stages of productivity and balance in the cycle model of resilience adaptation.
